Testimony on a proposal to construct a new nursing home and assisted-living facility at the site of the abandoned and fire-ravaged Hilltop Care Center continued during a special meeting of the zoning board on Thursday night.  Environmental and traffic experts for the applicant, Norwood-based Hook Mountain Road Associates, testified on the projected traffic growth in the area, existing natural resources and the project's overall impact on the neighborhood off Route 46.
Hook Mountain Road Associates, a group of investors that operates six other nursing homes in New Jersey, plans to build a multi-story, 120-bed nursing home and 60-unit residential health care facility on its property on Hook Mountain Road in Pine Brook. The site was purchased by Hook Mountain Road Associates in early 2005 for $1 million, according to township records.

The 6.3-acre, precipitous tract currently contains a five-story, 114-bed abandoned nursing home, which was destroyed by arson in August 2006 after standing unused for a decade.
